Frustrated business leader reviewing PR recruitment strategy in 2025

PR & Comms Recruitment

Is PR & Comms Recruitment Broken — Or Simply Devalued Beyond Recognition?

Let’s be honest. In 2025, the PR and communications recruitment market is more chaotic and more transactional than ever. There’s a well-documented PR talent shortage. Recruitment fees are being slashed. Gimmicks are everywhere. And top-tier candidates? Being ghosted, and ghosting right back.

Hiring hasn’t just become harder. It’s become harder to do well. Thoughtfully. Strategically. Sustainably. And, the traditional contingency recruitment model is making it worse.

Here’s why it’s broken, and what needs to change if you want to attract, engage and retain the best PR & comms talent in today’s market.

1. Everyone Has the Same Database

Once upon a time, PR and communications recruiters could claim they had ‘exclusive talent networks’ or proprietary databases. That was the value. But now? Everyone has access to the same people via LinkedIn.

And that changes everything.

It means contingent hiring, where multiple recruiters compete for the same role, is no longer a smart strategy. Years ago, each recruiter brought different candidates to the table. Now, they’re messaging the same ones, just faster, louder, and with less care.

So the question isn’t “Who has the best network?”, it’s “Who spammed the candidate first?”

That’s not strategic hiring. It’s noise. And it devalues the one thing that used to matter most: thoughtful, human-led engagement.

2. Speed Kills Quality (and Reputation)

In the race to be first, many contingent recruiters are incentivised to cut corners. That leads to:

  • Messaging candidates with zero insight into the role, business, or team.
  • Using generic outreach and blanket LinkedIn messages.
  • Approaching the same candidate through multiple agencies in the same week.

What happens next? The best candidates feel bombarded. Your opportunity looks rushed. And your employer brand? Diluted by repetition and confusion.

It gets worse. In 2025’s slow and competitive PR jobs market, cheap recruiters are desperate to land any placement — fast. That often results in:

  • CVs being sent speculatively to every agency in sight, with no mandate and no briefing.
  • GDPR risks, as candidate data is shared without consent.
  • Job ads copied from your website or socials and circulated by recruiters you’re not working with.

It’s a scattergun approach. And it doesn’t just miss the mark, it damages your reputation.

3. The Gimmick Economy Is in Full Swing

Today’s recruitment market is flooded with clever-sounding “solutions”:

  • Multi-hire ‘value bundles’
  • AI-generated shortlists
  • Free adverts in random places
  • Exclusivity-lite offers with no real commitment
  • Deals with caveats buried in the small print
  • Tools claiming to assess personality or culture fit — without understanding the core of what comms credibility actually means, and AI isn’t quite there yet…

They look different. But most of them are just the same broken model repackaged:

  • Bargain-basement fees propped up by junior teams or outsourced cheap overseas support.
  • Volume outreach dressed up as innovation.
  • Tech that promises insights but can’t replace real experience or emotional intelligence.

Let’s be clear, no AI can yet assess chemistry, credibility, or comms-specific nuance. Not in PR or any complex sector. Not in stakeholder-driven environments. Not when reputation, tone, and fit matter.

And if a deal sounds too slick, too cheap, or too easy? It probably comes with a catch. Because there’s only so far a recruiter can cut their fee before the quality of service suffers. Many of these models are loss-making or hinge on you doing more of the work yourself, or worse, leave you with dubious credit notes or fees you can’t claw back, fuelling an even deeper distrust in recruiters.

So What’s the Answer?

PR and communications recruitment can be done better. But it needs a reset.

The future of hiring isn’t about who can send the most messages or drop fees to the lowest, fastest. It’s about who understands your world and can help you navigate it.

What works now? A strategic, insight-led model. One where you partner with a single, credible PR & comms recruiter who truly understands the brief, your team dynamic, your brand voice, and the long-term direction of your business.

That means fair, professional fees. Briefs that actually get delivered. And relationships based on trust, not transaction. The kind of fees that reflect a recruiter’s ability to make a sustainable living without cutting corners, outsourcing to unqualified teams, or guessing in the dark and that don’t leave you chasing refund clauses, credit notes, or compensation when it all falls through.

Because great recruitment isn’t about spamming LinkedIn. It’s about smart talent strategy. And your next hire deserves more than a gimmick.

Your team isn’t just another transaction. And your brand can’t afford to be treated like one.
